總統賴清德12月3日接受《紐約時報》專訪,面對中國軍事威脅,他強調台灣必須做「最壞的打算、最好的準備」。無論解放軍何時行動,台灣都將堅守國家安全,也感謝國際對台海和平的支持。

賴清德進一步指出,中國經濟現況嚴峻,不如台灣今年預估可達7.37%的高成長。他喊話習近平,應優先照顧人民而非擴張領土;若有需要,台灣很樂意提供協助,解決中國的經濟問題。

President Lai to Xi: Stop Expansion, Taiwan Can Help Your Economy

President Lai Ching-te accepted an interview with The New York Times on December 3rd. Facing military threats from China, he emphasized that Taiwan must make “the worst plans and the best preparations.” No matter when the Chinese army takes action, Taiwan will firmly guard its national security. He also thanked the international community for supporting peace in the Taiwan Strait.

President Lai further pointed out that China’s current economic situation is severe. This is unlike Taiwan, which expects high growth of 7.37% this year. 對此,台灣經貿辦總談判代表楊珍妮12月1日澄清,並未承諾將「訓練勞工」列為關稅減讓條件;經濟部長龔明鑫則解釋,企業赴美設廠本就需要人才培訓,屬於企業運作常態。

U.S. Commerce Chief on Tariffs: Taiwan Will Train American Workers

On December 3rd, U.S. Commerce Secretary Howard Lutnick confirmed in an interview that tariff negotiations with Taiwan are reaching the final stage. He emphasized that Taiwan will assist in training U.S. workers. This is to achieve the goal of building “Made in USA” supply chains.

In response, Taiwan’s top trade negotiator Yang Jen-ni clarified on December 1st. She stated that Taiwan did not promise to list “training workers” as a condition for tax reductions. Economics Minister Kung Ming-hsin also explained the situation. He noted that companies setting up factories in the U.S. naturally need to train talent. This is simply a normal business operation.

第三則:繼承制度大變革! 兄弟姊妹、祖父母「特留分」擬取消

針對遺產分配爭議,立法院司法委員會12月3日聽取法務部報告。法務部表示,為尊重遺囑自由並減少家庭糾紛,計畫明年初啟動修法,擬取消兄弟姊妹的「特留分」。

有立委舉例,曾有配偶長期照護卻因特留分制度,被迫分產給素未謀面的手足,顯失公平。此外,立委也建議應一併檢討祖父母的特留分,避免制度漏洞。法務部預計今年12月提出研究成果,明年初正式啟動立法程序。

Inheritance Reform! "Compulsory Portion" for Siblings and Grandparents May Be Canceled

On December 3rd, the Legislative Yuan’s Judiciary Committee heard a report on inheritance disputes. The Ministry of Justice stated they plan to revise the law early next year. To respect the freedom of wills and reduce family conflicts, they propose canceling the “compulsory portion” for siblings.

Seventy percent of young people plan to work abroad, South Korea faces a talent drain crisis

A recent report by the Bank of Korea shows that 42.9 percent of respondents working in the country are considering moving overseas for work within the next three years. Among younger people aged 20 to 39, the proportion rises to 70 percent.

Because of structural limits in the industry and a weak tech startup ecosystem, companies cannot offer enough pay or career incentives, causing talent to leave and students to choose other fields.
