第一則：剴剴案一審判決出爐 社工遭判刑兩年
台北地方法院於 4 月 16 日針對剴剴案做出判決，認定社工陳尚潔具「保證人地位」，於訪視期間發現男童異狀，卻未積極作為，使受害者在虐待中孤立無援，因此依過失致死罪判刑 2 年。
兒童福利聯盟對此深感沉重並遺憾安全網破碎，表示將尊重社工是否繼續上訴的決定。社工師公會則呼籲衛福部應補足制度缺口，期望未來能落實兒少保護。
Social Worker Sentenced to Two Years in Prison as First-Instance Verdict Released in Kai-Kai Case
The Taipei District Court ruled on the Kai-Kai case on April 16. The court recognized that social worker Chen Shang-jie held a “guarantor status” for the child’s safety. During her visits, she noticed unusual signs on the boy but failed to take active measures. Her inaction left the victim helpless during the abuse, leading the court to sentence her to two years in prison for manslaughter.
The Child Welfare League Foundation expressed deep concern and regret, stating that the child protection safety net had broken down, and said it would respect the social worker’s decision on whether to continue an appeal. Meanwhile, the Association of the Licensed Social Workers called on the Ministry of Health and Welfare to address gaps in the system, hoping to better implement child protection measures in the future.
