Welcome to “Hot English Topics.” I’m Clarence from CLN. In recent years, as smartphones and social media platforms have become part of daily life, concerns over adolescents’ use of social media have moved beyond family discipline and school management. They have gradually become public policy issues that governments around the world must address. In 2024, Australia led the way by passing legislation, becoming the first country to impose mandatory restrictions on children’s and adolescents’ social media use. Several European countries are also considering raising the minimum age for platform access. This trend of restrictions on minors’ social media use has redefined digital adulthood. Today, we will explore the protective reasons behind these policies, examine neuroscience perspectives, and consider the dilemmas faced by parents and schools, as well as the continued importance of digital literacy and emotional education beyond legal measures.
SEGMENT 2|社群禁令的保護動機為何?焦慮世代與網路犯罪警訊
各國政府之所以推動社群禁令,最主要的原因,是為了應對「焦慮世代」身心健康危機。自從智慧型手機與社群媒體普及後,美國 12 到 17 歲青少年重度憂鬱症比例明顯上升,因為社群媒體取代原本的實體互動,使青少年更容易感到孤立、睡眠不足與注意力碎片化,導致心理壓力累積。除了心理層面的問題,政府也注意到未成年人面臨的性影像外流、性勒索與交友誘騙風險。根據兒福聯盟調查顯示,約有 8.7% 的青少年表示自己或同儕曾遭遇私密影像外流,相關內容被犯罪者拿來威脅,顯示網路保護機制仍有不足。
Governments around the world are promoting social media bans mainly to respond to the mental health crisis affecting the anxious generation. Since smartphones and social media became widespread, the rate of major depression among adolescents aged 12 to 17 in the United States has risen sharply. As social media has replaced in person interaction, adolescents are more likely to feel isolated, experience sleep deprivation, and suffer from fragmented attention, which adds to psychological stress. Beyond mental health concerns, governments have also taken note of the risks minors face, including the leakage of sexual images, sextortion, and online grooming. According to a survey by Taiwan’s Child Welfare League Foundation, about 8.7 percent of adolescents reported that they or their peers had experienced private image leaks used for threats, suggesting that existing online protection measures remain insufficient.
SEGMENT 3|青少年難以抗拒誘惑?腦科學給出答案
從腦科學角度來看,青少年大腦正處於發育失衡的階段。負責理性判斷、規劃與衝動控制的前額葉發展僅約八成,通常要到二十五歲,甚至三十歲才會發育完全。相較之下,掌管情緒與刺激反應的情緒中心已較為成熟,使青少年對同儕評價高度敏感,更容易被新鮮與強烈的刺激吸引,這個階段的大腦正進行重組,雖然學習力很強,但也容易受到外在影響,當社群媒體透過演算法不斷推送內容的時候,焦慮與憂鬱的風險也隨之提高。
From a neuroscience perspective, the adolescent brain is in a stage of uneven development. The prefrontal cortex, which handles rational thinking, planning, and impulse control, is only about 80 percent developed and usually does not fully mature until around age 25 or even 30. In contrast, brain areas related to emotion and stimulation are more developed, making adolescents highly sensitive to peer evaluation and more easily attracted to strong and novel stimuli. During this period of brain reorganization, learning ability is high, but the brain is also easily influenced by external factors. As social media algorithms continue to push content, the risks of anxiety and depression rise accordingly.
SEGMENT 4|禁社群真的管得到嗎?打地鼠效應暗網成破口
來到實際層面,社群禁令並沒有想像中那麼容易落實。青少年能輕易透過 VPN 變更所在地,或借用家長身分完成註冊,即使無法申請帳號,仍能匿名觀看短影音,演算法便可持續推播極端內容,成為監管盲區。另一方面,年齡驗證技術本身也存在限制,像是臉部掃描在判斷年齡時誤差極大,甚至可能被照片或面具欺騙,若是改採實名制,又引發隱私與個資外洩爭議,過於極端的禁令也可能產生打地鼠效應,導致青少年轉向審核更鬆散的暗網,增加整體監管困難。
In practice, social media bans are harder to enforce than expected. Teenagers can bypass restrictions by using VPNs to change their location or by registering under their parents’ identities. Even without an account, they can still watch short videos anonymously, allowing algorithms to continue pushing extreme content and creating regulatory blind spots. Age verification technologies also have limits. Facial scanning often shows large errors and can be fooled by photos or masks, while real name systems raise concerns about privacy and data leaks. In addition, overly strict bans may lead to a whack-a-mole effect, driving teenagers toward the dark web or platforms with weaker moderation and making oversight even more difficult.
SEGMENT 5|Z 世代怎麼看?家長與學校陷入兩難
社群禁令引發的討論中,Z 世代也有話要說。對許多人而言,社群媒體不只是娛樂平台,而是參與公共議題、建立自我認同的民主教室。家長同樣陷入兩難,一方面希望保護孩子,另一方面又擔心只有自己家中禁止,孩子容易被同儕孤立,因此期待由法律統一規範,然而若制度介入後,家長缺乏陪伴與引導,親子之間的疏離,反而會帶來比社群媒體更嚴重的影響。學校端同樣面臨挑戰,教育界認為,一味禁止使用,只是把問題延後,學校應該教的是如何辨識內容與使用手機的時機,否則反而會失去培養學生數位素養的空間。
In the discussion around social media bans, Gen Z also has its own views. For many young people, social media is more than entertainment, as it provides a space to engage with public issues and build personal identity. Parents face a similar dilemma. They want to protect their children but worry that banning social media only at home may lead to peer isolation, which is why they hope for unified legal rules. However, if such rules are introduced without parental guidance and involvement, the distance between parents and children may grow and cause problems more serious than social media itself. Schools face challenges as well. Educators note that simply banning use only delays the problem. Schools should instead teach students how to judge content and use phones at appropriate times, or they may lose the chance to build digital literacy.
SEGMENT 6|法規不是唯一的解決方案
法律禁令雖常被視為保護兒少的最後防線。與其全面封堵,教育方向或許可以轉向主動的「數位賦權」,培養批判思考、辨識不實資訊與理解數位責任,而透過運動、探索、面對面互動,搭配情緒教育,能有效降低對社群的依賴與焦慮。當校園與家庭能提供有溫度的引導,從內在強化孩子心理韌性,就能逐步建立起真正的數位防禦力。
Legal bans are often seen as the last line of defense to protect children and adolescents. Instead of relying only on restrictions, education may move toward digital empowerment by building critical thinking, recognizing false information, and understanding digital responsibility. At the same time, physical activity, exploration, face to face interaction, and emotional education help reduce reliance on social media and ease anxiety. When schools and families offer warm guidance that strengthens psychological resilience, young people can gradually build real digital protection.
