第一則:經濟成長再普發 1 萬元!全民共享 AI 紅利

總統賴清德於 8 月 17 日宣布,台灣受惠 AI、半導體與出口成長,今年經濟成長率預估升至 11.05%,政府認為成長成果並非人人都能感受到,因此決定再次普發現金。

特別的是,這次的 1 萬元將直接編入明年中央政府總預算。因明年歲入預估增加,政府將增列 2,357 億元,在維持收支平衡、實質零舉債下,讓全民共享「AI 紅利」。

Economic Growth Brings Another NT$10,000 Cash Payment! Taiwan to Share AI Dividends

President Lai Ching-te announced on August 17 that Taiwan has benefited from growth in AI, semiconductors, and exports. Taiwan’s economic growth rate for this year is now forecast to reach 11.05%. The government believes that not everyone has felt the benefits of this economic growth, so it has decided to provide another cash payment.

What is special this time is that the NT10,000 payment will be directly included in the next year’s central government budget. As government revenue is expected to increase next year, the government will add 235.7 billion to the budget. It plans to maintain a balanced budget with effectively no new borrowing, while allowing everyone to share the benefits of the “AI dividend.”

No U.S. Aircraft Carriers in the Western Pacific! Experts Fear China May Exploit the Gap

After the USS George Washington CVN-73 moved to the Middle East, the U.S. temporarily has no aircraft carriers in the Western Pacific. Although the U.S. Navy has 11 carriers, experts say the current fleet can keep only about two carriers deployed at a time. If both remain in the Middle East for long periods, the Western Pacific could be without a U.S. carrier for several months each year.

China has previously used such gaps to move the People’s Liberation Army strike groups closer to Taiwan and Japan. Experts worry that if this continues, Taiwan, Japan, and the Philippines could face greater military pressure and may begin to question whether the U.S. can provide support in time during a crisis.

日本因此召見俄羅斯駐日大使強烈抗議,俄羅斯也反過來召見日本駐俄大使,加上日本自俄烏戰爭後持續制裁俄羅斯,這次爭議也讓原本緊張的俄日關係再度升溫。

Putin Makes First Visit to Disputed Russia-Japan Islands, Drawing Strong Protest from Japan

Russian President Vladimir Putin visited the Southern Kuril Islands on August 13 for the first time as president. The islands are controlled by Russia, but Japan also claims sovereignty over them. Japan considers the four islands part of its “Northern Territories,” so Tokyo viewed Putin’s visit as a direct challenge to Japan’s sovereignty claim.

Japan therefore summoned the Russian ambassador to strongly protest the visit, and Russia responded by summoning the Japanese ambassador in Moscow. Japan has also continued to impose sanctions on Russia since the Russia-Ukraine war began, and this latest dispute has further increased tensions between the two countries.
