Welcome to “Hot English Topics.” In the past, talking about luxury goods often brought to mind designer bags, sports cars, or mansions. Beyond the quality of the products themselves, factors like brand, appearance, and price also gave them a certain social value: the value of being seen. But as more of our lives move online, people are starting to value being seen less, not more.

我們每天搜尋資料、使用導航、購物或瀏覽社群,都可能留下位置、搜尋紀錄和使用習慣。這些資料能讓服務更方便,也讓平台更了解我們的行為。當生活中留下的數位足跡越來越多,「少一點追蹤、多一點私人空間」也逐漸產生新的市場。這一集,我們就要從這個現象來聊聊所謂的「隱私經濟」。

Every day, when we search for information, use navigation apps, shop, or browse social media, we may leave behind our location, search history, and information about how we use these services. This data can make the services we use more convenient and help platforms better understand our behavior. As our digital footprints continue to grow, a new market is emerging around the idea of “less tracking and more privacy.” In this episode, we’ll explore this trend and what is known as the “privacy economy.”

我們每天使用搜尋引擎、社群平台和各種免費應用程式,雖然沒有直接付費,但使用過程中產生的搜尋、瀏覽和點擊紀錄,對平台來說本身就具有價值。這些資料可以用來判斷使用者的興趣、改善推薦,也能讓廣告更精準。像是開放定位後,地圖可以推薦附近店家;接受 Cookie,網站也能記住登入狀態和使用偏好。很多時候,我們是要在便利與資料使用之間達成一種微妙的平衡。

Every day, we use search engines, social media platforms, and all kinds of free apps. Although we don’t pay for them directly, the searches we make, the pages we browse, and the links we click all create valuable data for these platforms. This information can help platforms understand users’ interests, improve recommendations, and show more targeted ads. For example, when we turn on location services, a maps app can recommend nearby businesses. When we accept cookies, a website can remember our login details and preferences. In many cases, we are trying to find a delicate balance between convenience and how our data is used.

不過,近年也開始出現另一種模式。有些平台提供無廣告訂閱、更多資料控制功能,甚至讓付費使用者減少部分追蹤。從原本單純的「要不要分享資料」,到多了一個新的條件:願不願意付費。當減少追蹤也能成為商品的一部分,隱私開始和消費能力產生關聯。而這種花錢換取更多私人空間的現象,也不只發生在網路上。

In recent years, however, another model has started to emerge. Some platforms offer ad-free subscriptions, more control over personal data, or even less data tracking for paying users. What used to be a simple question—whether to share our data—now comes with another condition: whether we are willing to pay. When reduced data tracking becomes part of a paid product, privacy starts to become connected to spending power. And paying for more privacy isn’t just limited to the online world.

從數位世界延伸到實體生活,高端旅遊就是一個很明顯的例子。像杜拜近年開發的島嶼高端住宅,就把隱私、專屬空間和私人海灘等特色作為賣點;位在喜馬拉雅山麓的六善 Vana,則提供安靜、低干擾的療癒環境。對一般旅客來說,距離可能代表不方便,但對希望暫時遠離人群的人而言,反而成為服務的一部分。

This trend extends beyond the digital world into the physical world, and high-end travel is one place where it’s especially visible. A recent luxury residential development at Dubai Islands, for example, promotes privacy, exclusive spaces, and private beaches as key selling points. Meanwhile, Six Senses Vana, located in the foothills of the Himalayas, offers a peaceful retreat with few outside distractions. For the average traveler, its remote location may seem inconvenient. But for someone who wants to get away from the crowds for a while, that distance becomes part of the experience.

這些產品反映的其實是同一種需求:消費者付費購買的,不只有更好的房間或設施,也包括更少的打擾,以及更客製化的行程與私人空間管控。若再進一步要求身分、對話或行程不容易外流,還可能需要保密協議、加密通訊或專人安排。換句話說,當人們想把隱私做到更完整,能使用的資源往往也跟著增加。這也帶出下一個問題:哪些隱私可以是額外購買的服務,哪些又應該屬於每個人最基本的保障呢?

These products reflect the same basic need: consumers aren’t just paying for better rooms or facilities—they’re paying for fewer interruptions, more customized travel plans, and greater control over their personal space.If they want to go even further and keep their identity, conversations, or travel plans from being shared, they may also need confidentiality agreements, encrypted communication, or dedicated staff to handle the arrangements. In other words, the more privacy people want, the more resources they usually need. This brings us to another question: which forms of privacy can be sold as extra services, and which should be basic protections available to everyone?

近年來,台灣已制定相關法規,規範個人資料的蒐集與使用。企業在取得和使用個資時,需要說明蒐集目的及使用方式,民眾也有相應的資料處理權利。類似的討論也出現在歐盟。Meta 曾推出「同意追蹤或付費」的模式,讓使用者選擇接受個人化廣告,或付費使用無廣告版本,這個措施引發歐盟監管機關對「隱私是否能成為付費選項」的討論。這些制度希望解決的,都是隱私最基本的原則:不論使用的是免費或付費服務,個人資料都不能在毫無規範的情況下被任意使用。

In recent years, Taiwan has introduced regulations governing the collection and use of personal data. When companies collect and use personal information, they need to explain why they are collecting it and how it will be used. Individuals also have certain rights regarding how their data is handled.Similar discussions have taken place in the European Union. Meta once introduced a “consent or pay” model, allowing users to either accept personalized advertising or pay for an ad-free version. This led EU regulators to question whether privacy should be something people have to pay for. These rules all aim to protect the same basic principle: whether a service is free or paid, companies shouldn’t be allowed to use personal data however they want without any oversight.

真正值得討論的,是基本保障和加值服務之間的界線。例如,沒有廣告、更多進階設定,可以被視為付費功能;但如果連最基本的資料控制都逐漸被放進付費方案裡,就可能形成另一種差異:有能力付費的人可以取得更多控制,免費使用者則只有保留較少的選擇。當市場開始替「少被追蹤」定價,隱私究竟能被商品化到什麼程度,也就成為新的討論議題。

The key question is where to draw the line between basic protections and premium features. An ad-free experience and more advanced settings, for example, can reasonably be treated as paid features. But if even basic controls over personal data are gradually moved into paid plans, it could create a different kind of divide: people who can afford to pay will have more control, while free users will be left with fewer choices. As the market starts putting a price on “being tracked less,” the question becomes: to what extent can privacy itself be turned into a product?

其實,隱私經濟離我們並不遠。從接受網站 Cookie、開放 應用程式 ㄧApp 定位,到選擇免費或付費方案,我們每天都在不同程度上交換自己的資料。前面提到的私人島嶼,看起來和一般人的生活距離很遠,但背後的邏輯其實大同小異,都是透過付出更多成本,換取更高程度的隱私控制。只是數位世界控制的是資料與追蹤,實體世界控制的則是行蹤、空間和外界的接觸。

The privacy economy is actually much closer to our daily lives than we might think. From accepting website cookies and turning on location services in an app to choosing between free and paid plans, we exchange some of our personal data for services every day. The private islands mentioned earlier may seem far removed from ordinary life, but the basic idea is the same:the more you pay, the more control you can have over your privacy. In the digital world, that control involves data and tracking. In the physical world, it involves where people go, the spaces around them, and how much contact they have with the outside world.

也因此,這個議題真正值得觀察的,不只是未來會出現多少新的隱私服務,而是當「少被追蹤」和「不被打擾」都能被標上價格之後,市場和制度會怎麼劃出界線。哪些功能可以作為額外付費的選擇,哪些保障又應該不受消費能力影響?當隱私逐漸從一項基本需求變成可以分級販售的服務,這或許才是「隱私經濟」接下來最值得關注的地方。

That is why the real issue to watch is not simply how many new privacy services will appear in the future- it is how markets and regulators will draw the line once “being tracked less” and “not being disturbed” both come with a price tag. Which features can come at an extra cost, and which protections should remain available regardless of a person’s spending power? As privacy gradually shifts from a basic need into a service sold at different levels, this may be the most important development to watch in the privacy economy.
