第一則：川普再點名台灣晶片 關稅最高喊到 200%
美國總統川普於 9 月 9 日再次談到台灣晶片，但這次直接喊出 100%、200% 等高額關稅，主張台灣若要把晶片賣到美國，就應付出高關稅，也再次批評過去美國政府讓晶片產業移往台灣。
行政院表示，台美今年 1 月已簽署包含多項關稅優惠的投資備忘錄，部分優惠已生效，面對川普再次釋出高關稅訊號，政府將持續與美方協商，爭取免稅配額與相關優惠。
Trump Targets Taiwan’s Chips Again, Suggesting Tariffs as High as 200%
U.S. President Donald Trump again talked about Taiwan’s semiconductor industry on September 9, but this time he directly mentioned high tariffs of 100% or even 200%. He argued that Taiwan should pay heavy tariffs if it wants to sell chips to the United States, and again criticized past U.S. administrations for allowing the chip industry to move to Taiwan.
Taiwan’s Executive Yuan said the two sides signed an investment memorandum in January that includes several tariff benefits, some of which have already taken effect. In response to Trump’s latest tariff remarks, the government said it will continue negotiations with the U.S. to seek tariff-free quotas and other related benefits.
第二則：蕭美琴訪歐參與民主會議 歐洲議會副議長表示中國無權干涉
近日副總統蕭美琴抵達義大利文托泰內島，出席「民主與自由會議」。歐洲議會副議長皮齊耶諾表示，為避免中國政府干預，這次行程事前未公開，直到蕭美琴抵達後才正式宣布，這也延續她去年 11 月高度保密訪問歐洲議會的安排。
皮齊耶諾強調，包括中國在內，沒有人能決定誰能在會議上發言，而這場會議本身也聚焦對抗威權、守護自由與民主。
Hsiao Bi-khim Visits Europe for Democracy Conference, The Vice-President of the European Parliament said: China has no right to interfere
Vice President Hsiao Bi-khim recently arrived on Italy’s Ventotene Island to attend the “Democracy and Freedom Conference.” European Parliament Vice President Pina Picierno said the trip was not announced in advance to avoid interference from the Chinese government, and Hsiao’s arrival was only officially revealed after she reached the island.This follows her highly confidential visit to the European Parliament last November.
Picierno stressed that no one, including China, can decide who is allowed to speak at the conference. The event itself also focuses on resisting authoritarianism and defending freedom and democracy.
第三則：中東戰火推高油價 英美國債殖利率飆高
中東海運衝突推高能源價格，也帶動美國 8 月生產者物價指數年增 5.4%，物價壓力變大後，市場擔心利率可能維持高檔甚至再上調，投資人因此拋售債券，推高英美國債殖利率，其中英國 10 年期與美國 30 年期公債殖利率都創下 2007 年以來新高。
殖利率走高，也代表政府未來借錢要付出更高成本，讓英國在公布年度預算前承受更大壓力，面對高油價、高利率環境，部分大型機構投資人也開始轉向報酬較高的公司債，重新調整資金配置。
Middle East Conflict Pushes Up Oil Prices, Sending UK and U.S. Bond Yields Higher
More conflicts on shipping in the Middle East have pushed energy prices higher, which also contributed to a 5.4% year-over-year rise in the U.S. Producer Price Index in August. As price pressures increased, markets began to worry that interest rates could stay high or rise further, leading investors to sell bonds and pushing yields higher. UK 10-year and U.S. 30-year government bond yields both reached their highest levels since 2007.
Higher yields also mean governments may have to pay more to borrow money, adding pressure on the UK ahead of its annual budget announcement. With both oil prices and interest rates staying high, some large institutional investors are also moving money from U.S. government bonds into higher-yielding corporate bonds and adjusting their asset allocation.
第四則：超時加班不再加分 縮短工時反而能提高效率
隨著年輕人才更重視成長機會與工作品質，過去把長工時當成努力象徵的文化開始失效。對企業來說，超時加班不只提高倦怠，也可能降低招募吸引力，讓留才變得更困難。
縮短工時不是要求員工做得更快，而是刪除重複流程、繁瑣規則與低效管理。當企業把浪費時間的制度拿掉，員工就能把精力放在重要工作上，也更有機會做到工時下降、績效不減。
Working Overtime Is No Longer a Plus, Shorter Hours Can Actually Improve Efficiency
As younger workers place more value on growth opportunities and work quality, the old idea that long hours prove dedication is losing its appeal. For companies, excessive overtime working can increase burnout and make it harder to attract and retain talent.
Shorter working hours do not mean asking employees to work faster. Instead, companies need to remove repetitive processes, unnecessary rules, and inefficient management. When time-wasting systems are reduced, employees can focus more energy on important work, making it possible to cut hours without lowering performance.
第五則：台灣首波開放數位護照！手機綁定仍不能取代實體護照
Google 錢包正式支援台灣 Android 用戶將護照加入手機，台灣也是全球首波 5 個開放國家之一。使用者只要掃描護照、感應晶片並完成臉部辨識，就能建立數位身分。
不過，這項功能目前仍以身分驗證為主，不能取代實體護照，也無法直接用來出入境通關。因此，民眾出國時仍須攜帶護照，避免耽誤行程。
Taiwan Among First Countries to Support Digital Passports! Phone Version Still Cannot Be Used at Immigration
Google Wallet now allows Android users in Taiwan to add their passports to their phones, making Taiwan one of the first five countries worldwide to support the feature. Users can create a digital ID by scanning their passport, reading its chip with NFC, and completing facial recognition.
However, the feature is still mainly used for identity verification. It cannot replace a physical passport or be used directly for immigration and border control. Therefore, travelers still need to carry their physical passports when going abroad to avoid delays.
