中國新的出入境管理規定於 9 月 15 日上路,陸委會示警,在中國的台商與台灣企業幹部、半導體及高科技人才、基層公務員和特定宗教人士等 5 類族群,赴中國可能面臨較高的出入境風險。

專家指出,中國當局可以要求民眾提供手機、電腦及社群媒體等電子資料。陸委會提醒,民眾赴中國前應先完成相關登錄,以增加安全保障。

China’s New Exit and Entry Administration Regulations Take Effect, Mainland Affairs Council Warns Five Groups of Higher Risks

China’s new Exit and Entry Administration Regulations took effect on September 15. Taiwan’s Mainland Affairs Council warned that five groups may face higher risks when traveling to China, including Taiwanese businesspeople and company executives in China, semiconductor and high-tech workers, lower-level government employees, and certain religious figures.

Experts said Chinese authorities can require people to provide electronic information from their mobile phones, computers, and social media. The Mainland Affairs Council reminded people to complete the online registration before traveling to China for greater safety.

主計總處表示,依照經濟合作暨發展組織的低薪標準,以 2024 年本國籍全時工作者計算,年薪低於 39 萬元就屬於低薪,全台約有 126 萬人符合,占比 16.8%。

主計總處也澄清,今年上半年雖然約有 7 成受僱員工薪資低於平均值,但不代表近 600 萬人都是低薪族。OECD 是以全年總薪資中位數的三分之二作為低薪門檻,而且全年薪資還包括獎金與分紅,因此不能只用薪資是否低於平均值來判斷是否屬於低薪。

1.26 Million in Taiwan Earn Less Than NT$390,000 a Year! But Below Average Doesn’t Mean Low-Paid

The Directorate-General of Budget, Accounting and Statistics said that under the low-pay standard of the Organisation for Economic Co-operation and Development, full-time Taiwanese workers who earned less than NT$390,000 a year in 2024 were considered low-paid. About 1.26 million people in Taiwan fell into this group, accounting for 16.8%.

The DGBAS also clarified that although about 70% of employees earned less than the average salary in the first half of this year, this does not mean that nearly six million people are low-paid workers. The OECD sets the low-wage threshold at two-thirds of the median annual salary, including bonuses and profit-sharing, so earning below the average salary does not necessarily mean a worker is low-paid.

The Yemeni Shia Houthi movement again attacked Saudi Arabia, while a ship was also attacked in the Strait of Hormuz. Concerns over oil supplies from the Middle East increased, pushing global oil prices up more than 2%. Oil prices have now risen 8% this week and passed $100 a barrel.

A major Saudi Arabian oil pipeline that can bypass the Strait of Hormuz was earlier shut down after a drone attack, potentially affecting up to 4% of global oil supplies. As key oil shipping routes in the Middle East continue to face risks, global oil prices may continue to rise.
