第一則:聯準會升息台灣不跟!央行利率連 10 凍

美國聯準會升息 1 碼後,市場原以為台灣可能跟進,但央行於 9 月 17 日宣布政策利率維持 2% 不變,連續第 10 次凍息。即使今年經濟成長率上看 11.48%、通膨突破 2%,央行仍認為不必急著升息,楊金龍也強調台灣要「走自己的路」。

央行認為,現在更大的問題是資金流向不均,因此沒有全面升息,而是透過信用與貨幣數量管制降溫,改用其他工具收緊資金,減少對傳統產業和首購族的衝擊。

Fed Raises Rates ! Taiwan Holds Steady for the 10th Time

After the U.S. Federal Reserve raised rates by 0.25 percentage points, markets expected Taiwan might follow. However, Taiwan’s central bank kept rates unchanged at 2% on September 17 marking the 10th meeting in a row. Even with economic growth expected to reach 11.48% and inflation above 2%, Governor Yang Chin-long said Taiwan does not need to rush into a rate hike and should “follow its own path.”

The central bank believes the bigger problem is how money is distributed in the market. Instead of raising rates across the board, it is using credit controls and money supply measures to tighten funds and to cool the economy while reducing pressure on traditional industries and first-time homebuyers.  

第二則:亞運開幕前爆爭議 台灣團布條遭塗改

名古屋亞運於 9 月 19 日開幕,而在開幕前,台灣代表團訓練據點的布條遭人塗改,國家與 Taiwan 等字樣被黑漆抹去。事件正值選手備戰期間,也讓安全問題升高,日本愛知警方已依毀損器物方向追查。

消息曝光後,不少日本網友留言聲援,有人直言台灣是堂堂正正的國家,也有人替選手打氣,希望別被騷擾影響。遭破壞的布條目前已換新,駐日代表處也持續要求加強周邊戒護。

Controversy Before the Asian Games, Taiwan Team Banner Is Defaced

The Asian Games in Nagoya opened on September 19. However, before the opening, a banner at the Taiwan team’s training site was defaced with black paint covering the words “country” and “Taiwan.” The incident happened while athletes were preparing for the Games, raising safety concerns. Police in Aichi are investigating the case as property damage.

After the news spread, many Japanese netizens voiced support for Taiwan. Some wrote that “Taiwan is a country,” while others encouraged the athletes not to let the incident affect them. The damaged banner has been replaced, and Taiwan’s representative office in Japan has continued to call for stronger security around the team.

第三則:英國國王示警 AI 恐釀生存危機 黃仁勳主張安全前進

英王查爾斯三世警告,AI 雖能推動醫療與生命科學,但若落入惡意使用者手中,甚至被拿來破壞,最嚴重可能威脅人類生存。他因此呼籲業界,在技術發展到難以控制前,先建立足夠的安全機制。

黃仁勳則認為,AI 不必因此停下腳步,但開發者必須對安全負責,產品沒準備好就不該推出,也不能為了搶市場、拚速度,就忽略安全檢查。

King Charles Warns AI Misuse Could Threaten Humanity, Jensen Huang Calls for Safety First

King Charles III warned that while AI can help advance medicine and life sciences, it could pose an existential threat if it falls into the wrong hands or is used for destructive purposes. He therefore called on the industry to put strong safety controls in place before the technology becomes too difficult to manage.

Jensen Huang, meanwhile, said AI development does not need to stop, but developers must take responsibility for safety. Products should not be released before they are ready, and companies should not push safety checks aside just to move faster or gain market share.

第四則:隱瞞解約金又增加退訂障礙 Adobe 為訂閱制付出高代價

Adobe 把 Photoshop 等軟體改成 Creative Cloud 訂閱制後,靠固定月費帶來穩定收入。但美國政府指控 Adobe 沒有清楚揭露提前解約費,使用者中途取消,可能要支付剩餘合約 50% 的費用,退訂流程也相當繁瑣。

最終 Adobe 同意支付 1.5 億美元和解金。這也提醒 SaaS 業者,靠解約金和複雜流程留客,短期或許有效,長期卻可能帶來法律風險與引發消費者反感。

Adobe Hides Cancellation Fees, Pays a High Price for Its Subscription Model

Adobe moved software such as Photoshop to its Creative Cloud subscription model, creating steady monthly revenue. But the U.S. government accused Adobe of not clearly explaining its early cancellation fee. Users who canceled before their contract ended could be charged 50% of the remaining contract value, and the cancellation process was also difficult.

Adobe eventually agreed to pay US$150 million to settle the case. The case also sends a warning to SaaS companies: cancellation fees and complicated processes may help keep customers in the short term, but they can also bring legal risks and frustration to the consumers.

台北大縱走全長約 130 公里,共分為 8 段,串聯陽明山、七星山、四獸山與貓空等景點。沿線交通也相當便利,民眾搭乘捷運、公車或 YouBike,就能快速從繁忙的市區走進山林。

Taipei’s 130-Kilometer Grand Trail, A City Experience Hard to Copy in Tokyo or Seoul

The Taipei Grand Trail is about 130 kilometers long and is divided into eight sections, connecting popular places such as Yangmingshan, Qixing Mountain, Four Beasts Mountain, and Maokong. Transportation along the route is also convenient. By taking the MRT, a bus, or a YouBike, people can quickly leave the busy city and enter the mountains.

Many Taipei residents enjoy hiking before work, after work, or on weekends, using it as a form of exercise, stress relief, or a family activity. Taipei’s “step off and start hiking” experience closely connects city life with nature, and this feature is rarely found in other major Asian cities, including Tokyo and Seoul.
