第一則：健保破兆還不漲保費？財務緩衝已貼近下限
明年健保總額首度突破 1 兆元，這筆錢不只是補上醫療成本，也要回應醫療人力流失、急重症量能、慢性病照護與偏鄉資源不足等問題，希望穩住醫療韌性、提升照護量能，也讓醫療資源公平分配。
健保費明年不調漲，但目前預估只剩約 1 個月給付。如果醫療支出與人力成本繼續往上，未來要維持不漲費率可能會更困難。
National Health Insurance Spending Tops NT$1 Trillion? But Premiums Stay Unchanged as Financial Buffer Nears the Minimum
Taiwan’s National Health Insurance budget will exceed NT$1 trillion for the first time next year. The additional funding is not only meant to cover rising medical costs, but also to address staff shortages, strengthen critical care capacity, improve chronic disease treatment, and expand medical services in rural areas. The goal is to improve healthcare resilience, increase care capacity, and making access to medical resources more equal across different regions.
Health insurance premiums will not rise next year. However, it is expected to cover only about one month of medical payments. If medical spending and labor costs keep rising, keeping premiums unchanged may become more difficult in the future.

伊朗總統裴澤斯基安於 9 月 23 號在聯合國大會拿出遭空襲身亡的伊朗學童照片，痛批美國以軍事行動施壓伊朗，也指責國際社會存在雙重標準，並要求美軍撤出中東，強調伊朗不會屈服在軍事與制裁壓力。
他也表態伊朗無意發展核武器，但不接受外界限制民用核計畫，也會保留醫療研究與發電所需的濃縮鈾權利。不過，他仍然釋出善意，願意透過外交途徑結束衝突，留出後續談判空間。
Iran Takes a Tough Stance at the UN General Assembly, but Leaves the Door Open to Talks
Iranian President Masoud Pezeshkian spoke at the UN General Assembly on September 23, holding up photos of Iranian children killed in airstrikes. He criticized the U.S. using military actions to pressure Iran and accused the international community of using double standards. He also called for U.S. forces to leave the Middle East and stressed that Iran would not give in to military or economic pressure.
He also added that Iran does not intend to develop nuclear weapons, but it will not accept restrictions on its peaceful nuclear program. He said Iran would keep its right to enrich uranium for medical research and power generation. At the same time, he said Iran was still willing to use diplomacy to end the conflict, leaving the door open to future negotiations.

KPMG 於 9 月 23 日發表的報告指出，今年上半年全球金融科技投資達 1,031 億美元，成長主要由大型併購帶動。資金又高度集中在美國與支付產業，也看出投資人更願意押注少數成熟、具規模的企業。
AI 投資也正在換方向，市場對單純試驗性專案的耐心變少，更在意技術能不能真正改善風險控制、支付效率、數位身分或資安。若這股趨勢延續，今年全球金融科技投資可望創下四年新高。
Global Fintech Investment Rebounds, 2026 Could Reach a Four-Year High
A KPMG report released on September 23 said that global fintech investment reached US$103.1 billion in the first half of this year, driven mainly by large acquisitions. Most of the money flowed into the U.S. and the payments sector, showing that investors now prefer to back a smaller number of mature, large-scale companies.
AI investment is also shifting. Investors are becoming less interested in simple pilot projects and care more about whether AI can improve risk control, payment efficiency, digital identity, or cybersecurity. If this current investment trend continues, global fintech investment could reach a four-year high this year.

Japanese automaker Honda once announced a plan to phase out gasoline-powered cars by 2040 and made a major push into electric vehicles. But U.S. policy changes, weaker electric vehicle demand, and falling sales in China led Honda to cancel three electric vehicle projects for the North American market, resulting in equipment write-downs and compensation costs.
At the same time, Honda has been criticized for making cars that feel more conservative and less distinctive than before. Misreading the market, combined with weaker product appeal, has pushed Honda toward its first loss since going public. The company is now shifting its focus to hybrid vehicles in hopes of stabilizing sales.
