第一則:美對台課徵20%「暫時性」關稅 學者評:不理想也不糟

The U.S. Imposes a 20% "Temporary" Tariff on Taiwan; Scholars Comment: Not Ideal but Not Bad

美國總統川普於8月1日宣布對台灣的對等關稅稅率調整至20%。

On August 1, President Trump announced an adjustment of the tariff rate on Taiwan to 20%. 

行政院長卓榮泰表示,此稅率為暫時性,未來將進一步針對供應鏈合作及232條款相關議題進行磋商,力求再度調降稅率,以達成最終協議。

Executive Yuan Premier Cho Jung-tai stated that this rate is temporary, and future discussions will focus on supply chain cooperation and issues related to Section 232, aiming to further reduce the tariff rate to reach a final agreement. 

學者指出,政府需要平衡國家利益與經濟發展。

Scholars pointed out that the government needs to balance national interests with economic development. 

雖然台灣稅率高於日韓的15%稅率,但考量到日韓協議附加的高昂條件,顯示台灣稅率雖不是最理想,但也不是最壞結果。

Although Taiwan’s tariff rate is higher than Japan and South Korea’s 15%, considering the high costs associated with their agreements, it shows that while Taiwan’s rate is not ideal, it is also not the worst outcome.

Controversies over Cash Distribution Continues to Grow: Should Governing Counties Follow Suit?

隨著行政院針對普發現金提出覆議的期限於7月31日到期,近期出現民眾要求縣市將超徵稅收用於普發現金。

As the deadline for the Executive Yuan’s review of cash distribution proposals expired on July 31, there have been calls from the public for counties and cities to use excess tax revenues for cash distribution. 

例如花蓮縣因稅收超徵,有民進黨議員提案,每位縣民發放5萬元現金,但遭國民黨反對,指其缺乏財務評估。

For example, in Hualien County, due to excess tax collection, a Democratic Progressive Party (DPP) legislator proposed distributing NT$50,000 to each resident, but this was opposed by the Kuomintang (KMT), which argued that it lacked proper financial planning. 

民進黨質疑國民黨的反對,顯示當初提普發現金正是政策買票。

The DPP questioned the KMT’s opposition, suggesting that their previous proposal for cash distribution was merely a policy to buy votes. 

各方對於現金普發的態度分歧,未來發展值得關注。

Trump Demands Drug Companies Provide Best Prices Within 60 Days

在7月31日,川普總統向17家主要藥廠發送信函,包括禮來、諾和諾德和輝瑞,要求這些藥廠必須將美國的藥品價格調降,與海外最低價格一致。

On July 31, President Trump sent letters to 17 major pharmaceutical companies, including Eli Lilly, Novo Nordisk, and Pfizer, requiring them to lower drug prices in the U.S. to align with the lowest prices overseas. 

川普曾於5月簽署過相關行政命令,不過,遵守川普這項行政命令的藥廠不多。

Trump had previously signed a related executive order in May; however, few companies have complied with this order. 

因此川普再度強調,藥廠必須在60天內遵守規定,並警告如果不遵守,政府將採取一切必要措施來保護美國家庭,免受不公平藥品定價的影響。

Therefore, Trump emphasized again that drug companies must adhere to the regulations within 60 days and warned that if they do not comply, the government will take all necessary measures to protect American families from unfair drug pricing.

第四則:航空附加費成全球趨勢 行李費引發關注

Airline Extra Charges Become a Global Trend, Baggage Fees Draw Attention

近年來,航空公司收取托運行李、選位等附加費已成趨勢。

In recent years, airlines charging extra fees for checked baggage, seat selection, and other services have become a trend. 

自2006年英國廉航FlyBe開始收行李費後,傳統航空為因應廉航競爭壓力,也陸續跟進。

Since the UK low-cost airline FlyBe started charging for baggage in 2006, traditional airlines have followed suit to cope with competitive pressure from budget airlines. 

僅2024年,美國航空業就從行李費中賺進72.7億美元。最近,更出現不少連隨身行李也收費的航空。

In 2024 alone, the U.S. airline industry earned $7.27 billion from baggage fees. Recently, there have even been airlines that charge for carry-on luggage. 

國際航空運輸協會預估,今年全球航空附加費總額將達1450億美元,引發各國政府與消費者組織關注,呼籲建立更明確的規範。

The International Air Transport Association estimates that this year, global airline extra charges will reach $145 billion, prompting governments and consumer organizations around the world to call for clearer regulations.

第五則:OpenAI CEO警告:ChatGPT不具保密義務

OpenAI CEO Warns: ChatGPT Does Not Have Confidentiality Obligations

OpenAI執行長山姆·奧特曼近日提醒,用戶與ChatGPT的對話並不具法律上的保密義務,用戶分享的個人資訊未來有可能被調用。

OpenAI CEO Sam Altman recently reminded users that conversations with ChatGPT do not have legal confidentiality protections. Personal information shared may be accessed in the future. 

雖然AI工具方便又快速,但並非受法律保障的專業諮詢對象。

Although AI tools are convenient and fast, they are not protected professional advisors. 

專家建議,使用者應避免輸入個人隱私或敏感訊息,也不應長期依賴AI進行情感訴說或重要決策。

Experts suggest that users should avoid entering personal or sensitive information and not rely on AI for emotional sharing or important decisions.
