第一則：TikTok美國業務大轉彎！成立新合資公司
TikTok執行長周受資向員工表示，字節跳動已與甲骨文、銀湖資本和MGX簽署協議，出售超過80%的美國資產，並成立名為TikTok USDS的新合資公司，這項交易預計在明年1月22日完成。
新公司將由美國投資人持有主要股權，並由以美國人為主的新董事會管理。敏感的美國用戶資料將儲存在甲骨文的雲端中心，由甲骨文負責安全審查與監督資料保護。
TikTok’s U.S. Business Takes a Major Turn with New Joint Venture
TikTok CEO Shou Zi Chew told employees that ByteDance has signed agreements with Oracle, Silver Lake, and MGX to sell more than 80% of its U.S. assets and to create a new joint venture called TikTok USDS. The deal is expected to be completed on January 22 next year.
The new company will have its main shares held by American investors and will be managed by a new board that is mostly made up of Americans. Sensitive U.S. user data will be stored in Oracle’s cloud center, and Oracle will be responsible for security reviews and for monitoring data protection.

藍白立委通過提案，要求監察院彈劾行政院長卓榮泰，並宣布在12月19日共同召開記者會，指控總統賴清德「違憲」。行政院表示，不副署《財劃法》是依憲法行使權力。
依現行規定，彈劾總統必須由全體立委二分之一提議、三分之二同意，並需經憲法法庭裁決通過。專家指出，以目前國會結構，彈劾成功的難度非常高。
Blue–White Bloc Plans Joint Move to Impeach Lai Ching-te
Blue and White legislators passed a proposal asking the Control Yuan to impeach Premier Cho Jung-tai, and they announced that they will hold a joint press conference on December 19 to accuse President Lai Ching-te of “unconstitutional act.” The Executive Yuan said that refusing to countersign the Act Governing the Allocation of Government Revenues and Expenditures is an action taken according to the Constitution.
Under current rules, impeaching a president requires support from one-half of all legislators to propose it, two-thirds of all legislators to approve it, and a final ruling from the Constitutional Court. Experts say that with the current makeup of the legislature, the chance of a successful impeachment is very low.

考試院院長表示，立法院修法停止調降所得替代率，是在「透支未來」，並讓參與新制的年輕公務員承擔更高風險。此舉恐擴大退撫基金財務缺口，並可能造成未來制度調整，使較晚退休者受到不平等對待。
他強調，年金改革原本能確保基金永續，但此次修法不但未尊重考試院的憲法職權，也可能引發違憲爭議。
Pension Reform Hits the Brakes, Raising Risks for Younger Civil Servants
President of the Examination Yuan said that the legislature’s decision to stop lowering the replacement rate is “overdraft” and will make younger civil servants in the new system face greater risks. He said that this move may widen the pension fund’s financial gap and may lead to future policy changes that could cause unfair treatment for employees who retire later.
He stressed that pension reform was meant to keep the fund sustainable, but this amendment not only failed to respect the Examination Yuan’s constitutional authority, it may also trigger constitutional controversy.

Cartech Becomes Taiwan’s Auto Repair Subscription Leader with Cloud Technology
Cartech said the company has used a cloud database and a subscription model to become Taiwan’s largest auto repair consulting platform, serving more than 7,000 repair shops and handling 300,000 repair cases each month. The founder said the database helps technicians follow SOPs to fix cars accurately, instead of relying only on experience.
The company shifted from printed manuals to a digital subscription system in the past, and although it once faced a serious drop in revenue, it eventually built a complete auto repair ecosystem through an AI database, online training, and shared tools, raising its renewal rate to 85%.

美國一名男子的姐夫因心臟病發，住進加護病房後不治，事後收到高達約 600 萬台幣的醫療帳單，該男子使用 AI 助手 Claude 協助分析，發現醫院涉及重複收費及多項違反美國醫療保險規定的情況。
他依據分析結果與院方談判，最終成功減免近 500 萬台幣的費用。他表示，透過核對帳單與引用法規，個人也能爭取合理權益，也呼籲美國應建立公平的醫療制度。
AI Detects Overcharged Medical Bills, US Man Saves 5 Millions in Fees
After his brother-in-law died in intensive care following a heart attack, an American man received a medical bill of about NT$6 million. He used the AI assistant Claude to review the bill and found duplicate charges and violations of U.S. Medicare rules.
Using the analysis, he negotiated with the hospital and reduced the bill by nearly NT$5 million. He said that by checking medical bills and citing regulations, individuals can also protect their rights, and he called on the United States to build a fairer healthcare system.
