第一則：北捷維安全面升級！市府啟動高強度演練
因應北捷隨機攻擊案，台北市政府於 12 月 26 日在市政府站啟動首波高強度維安演練，模擬歹徒投擲汽油彈及無差別攻擊的緊急應變，後續將於明年 1 月擴大至北車，並於農曆年前進行雙北聯合演練。
市長蔣萬安親自到場視察，市府也同步發送細胞簡訊提醒民眾，北捷則提高巡查頻率，透過模擬突發狀況，確保危機真正出現時，相關單位能即時反應，守住市民安全。
Taipei Metro Boosts Security! City Launches High Intensity Drills
In response to the random attack on the Taipei Metro, the Taipei City Government launched high intensity security drills at City Hall Station on December 26. The drills simulated responses to smoke grenade and indiscriminate attacks, and will expand to Taipei Main Station in January, with joint Taipei New Taipei drills planned before the Lunar New Year.
Mayor Chiang Wan-an visited the site in person, and the city government sent cell broadcasts to the public. The Taipei Metro increased patrols and ran simulated emergency scenarios to ensure a quick response in real crises and protect public safety.

川普於 12 月 25 日宣布，美軍對奈及利亞西北部的伊斯蘭國發動空襲，旨在保護受「種族滅絕」威脅的基督徒，這也是川普首度對該國動武。

Trump Authorizes Islamic State Attacks! Citing Protection of Christians
Trump said on December 25 that the U.S. military carried out strikes against the Islamic State in northwestern Nigeria to protect Christians he said were facing a genocide threat, marking his first military action against the country.
The Nigerian government said the strike was a joint operation but rejected the U.S. claim that it was only about religious persecution, noting that both Muslims and Christians are victims. Analysts warn the move could increase religious tensions and overlook that most victims of the violence are Muslim.
第三則：未來帳戶能救少子化？第一桶金政策引討論
國民黨與民眾黨共同宣布提案設立「台灣未來帳戶」，規畫由政府為設籍台灣、12 歲以下孩童先撥入 5 萬元，並每年存入 1 萬元至 12 歲，統一投資追蹤台股大盤的 ETF，以制度化儲蓄因應少子女化挑戰。
此政策首年經費預估約 1,130 億元，然而，前政務委員提出通膨侵蝕購買力、舉債恐引發世代不公及資源錯置等質疑，引發朝野對財政與社福配置的討論。
Can Future Accounts Fix Taiwan’s Low Birth Rate? First Pot of Gold Policy Raises Questions
The KMT and TPP have jointly proposed the “Taiwan Future Account.” The plan would have the government deposit NT$50,000 for each child under 12 registered in Taiwan, followed by annual deposits of NT$10,000 until age 12. The funds would be invested in ETFs tracking the Taiwan stock market as a systematic response to declining birth rates.
The policy is estimated to cost about NT$113 billion in its first year. However, a former Minister without Portfolio warned that inflation could weaken purchasing power, borrowing may create intergenerational unfairness, and resources could be misused, triggering cross-party debate over fiscal pressure and social welfare allocation.

調研機構表示，企業正因高成本與隱私疑慮轉向小型語言模型。研究指出，LLM的訓練與管理費用動輒數百萬美元，準確度也不穩定；相較之下，SLM可在企業內部運行，更易解釋、速度更快，並能針對特定領域提供精準回覆。

Rising LLM Costs Push Companies Toward Smaller SLM Models
Research groups said many companies are shifting to small language models because of the high cost and privacy concerns of LLMs. Studies show that training and managing LLMs can cost millions of U.S. dollars, and their accuracy is still unstable. In contrast, SLMs can run inside a company’s own system, are easier to explain, work faster, and give more precise answers in specific fields.
Apple, Microsoft, and Meta have already released several small models. The Internet Data Center predicted that companies will use both LLMs and SLMs to meet different needs in real-world applications.
第五則：疫情影響社交能力 SEL 學習納入學校教育
隨著教育理念轉變，「SEL 社會情緒學習」聚焦自我覺察、自我管理、社會覺察、人際技巧與負責任決策五大能力。
受疫情影響，孩童社交機會減少，而 SEL 可以協助孩童情緒判讀並建立良好人際關係。台灣目前已將情緒教育納入 108 課綱，家長也可藉由故事或玩具，引導孩童溝通、同理心、練習面對挫折。
Pandemic Affects Children Social Skills, SEL Enters Schools
As education ideas change, Social and Emotional Learning focuses on five key skills: self awareness, self management, social awareness, relationship skills, and responsible decision-making.
Due to the pandemic, children have had fewer chances to socialize, and SEL can help them understand emotions and build healthy relationships. Taiwan has included emotional education in the 108 Curriculum Guidelines, and parents can also use stories or toys to help children learn communication, empathy, and how to handle setbacks.
