第一則:中國施壓取消飛航許可 賴清德暫緩訪史瓦帝尼
總統賴清德原定於 4 月 22 日出訪非洲友邦史瓦帝尼,但因為塞席爾、模里西斯及馬達加斯加三國受中國施壓取消我方專機飛航許可,總統府決定暫緩行程,並改派特使出席史瓦帝尼雙慶活動。
賴清德表示,雖然本次出訪暫緩,但台灣對史瓦帝尼的重視與情誼不會改變。同時強調,外交團隊將持續推動各項雙邊合作。
China Pressure Blocks Flight Permit; Lai Ching-te Delays Visit to Eswatini
President Lai Ching-te was originally scheduled to visit Taiwan’s African ally Eswatini on April 22. However, Seychelles, Mauritius, and Madagascar canceled flight permission for Taiwan’s special plane after pressure from China. The Presidential Office therefore decided to delay the trip and send a special envoy to attend Eswatini’s Double Celebration events instead.
Lai Ching-te said that although this visit has been delayed, Taiwan’s attention to and friendship with Eswatini will not change. He also stressed that the diplomatic team will continue to promote all bilateral cooperation projects.

不過,伊朗否認曾要求延長停火。伊朗也警告美國,若美國持續封鎖伊朗港口,就代表敵對行動仍在持續。這也顯示,美國與伊朗對停火安排的認知仍有明顯分歧。
Trump Claims Ceasefire Agreement Will Be Extended; Iran Denies Ever Making the Request
U.S. President Donald Trump said that the United States will send officials to negotiate with Iran. He also said that he hopes to reach an agreement with Iran before the ceasefire deadline expires on April 22. Trump added that the U.S. will extend the ceasefire arrangement until Iran proposes a plan to permanently end the conflict.
However, Iran denied that it had ever asked for the ceasefire to be extended. Iran also warned the United States that if it continues blocking Iranian ports, that would mean hostile actions are still continuing. This shows that the United States and Iran still have clear differences in how they understand the ceasefire arrangement.

Is Not Being Invited to Order Fried Chicken Workplace Bullying? Labor Ministry Lists Five Key Conditions
On April 22, the Ministry of Labor announced a Draft Guidelines for the Prevention of Workplace Bullying, stating that whether workplace bullying is established still depends on the connection between the act and work duties, as well as whether it meets five key conditions, including continuity and harm to physical or mental health.
If an employee is not invited when coworkers order fried chicken or drinks at the office, that may not necessarily be recognized as workplace bullying. However, if workplace bullying is confirmed, the employer must handle it according to the law, and violators may face a fine of up to NT$3 million.
