第一則:年砸 3,800 億催生!政府祭育兒新政

總統賴清德宣布 18 項人口對策新戰略,每年將投入 3,800 億元預算。從出生到 18 歲為止,政府會提供每一位孩子至少 154 萬元,希望升級為公共支持式育兒。

然而,在野黨立委擔憂財政來源不穩定。部分地方縣市首長也憂心,中央開支票卻要地方共同買單並不合理。行政院對此回應,政府會嚴守財政紀律,目前沒有舉債規劃。

NT$380 Billion a Year to Boost Births, Government Announces New Childcare Policy

President Lai Ching-te has announced 18 new measures to tackle population challenges, with a total annual budget of NT$380 billion. Under this plan, the government will provide at least NT$1.54 million for every child from birth until they turn 18, aiming to completely upgrade Taiwan’s childcare into a publicly supported childcare model.

However, opposition lawmakers have raised concerns over the stability of the funding source. Some local leaders are also worried about the fairness of the policy, arguing that it is unreasonable for the central government to make promises while forcing local authorities to help foot the bill. In response, the Executive Yuan said that the government will strictly maintain fiscal discipline and has no plans for government borrowing.

輝達執行長黃仁勳於 5 月 27 日與廣達董事長林百里進行晚宴。黃仁勳受訪時指出,受惠於台灣夥伴的支持,下半年輝達產量預計將達到創紀錄的水準。

此外,他更透露目前已規劃一項新產品,日後將正式公布,而對於未來是否入股台灣企業,他持樂觀態度,但目前並無具體計畫。

Jensen Huang Meets Barry Lam, Predicting Record-Breaking Production for NVIDIA in the Second Half of the Year

NVIDIA CEO Jensen Huang attended a dinner with Quanta Chairman Barry Lam on May 27th. During an interview, Huang pointed out that, thanks to the support of partners in Taiwan, NVIDIA’s production volume in the second half of the year is expected to reach record-breaking levels.

Furthermore, he revealed that a new product has already been planned and will be officially announced in the future. As for whether NVIDIA would invest in Taiwanese enterprises going forward, he expressed an optimistic attitude but stated there are currently no concrete plans.

第三則:伊波拉病毒擴散!烏干達緊急關閉邊界

烏干達政府宣布,為了防止伊波拉病毒跨境擴散,將關閉與鄰國剛果民主共和國的邊界四個星期。除了食品運輸和人道救援外,其餘入境者皆必須接受 21 天的自我隔離。

這波疫情在民主剛果已有超過 900 起疑似病例,世界衛生組織也將其列為公共衛生緊急事件。世衛秘書長譚德塞也呼籲民主剛果東部停火,否則將阻礙防疫行動。

Ebola Virus Spreads, Uganda Closes Border in Emergency

The Ugandan government has announced that, to prevent the cross-border spread of the Ebola virus, it will close its border with the neighboring Democratic Republic of the Congo for four weeks. Except for food transport and humanitarian aid, all other individuals entering the country must undergo 21 days of self-isolation.

This wave of the outbreak has already led to more than 900 suspected cases in the DR Congo, and the World Health Organization has classified it as a public health emergency. Tedros, the WHO Director-General, has also called for a ceasefire in eastern DR Congo, warning that continued fighting will hinder disease prevention efforts.

The Dunning-Kruger effect refers to people who tend to overestimate their own skills because of limited ability. Management experts said that during the AI transformation period, some companies have hired outside executives in large numbers. However, some of these managers lack experience in leading large organizations but remain overly confident, causing decision-making problems and team conflicts.

Experts reminded managers to value feedback systems and respect employees’ professional knowledge instead of relying too much on personal judgment. They also said that the growth of power should not move faster than professional ability in order to reduce the risk of poor decisions.

第五則:完美主義讓計畫總是失敗?試試目標砍半!

人們設定目標常因過度樂觀而低估所需時間,陷入「規劃謬誤」。目標過於龐大,又無法如期達成時,容易產生挫折感,最後因完美主義直接放棄行動。

有效做法是將「目標砍半」,讓任務更合理,提升持續推進的動力與表現。若任務無法縮小,則可採取「時間加倍」策略,透過延長期限降低壓力,建立合理計畫確保能順利完成。

Perfectionism Wrecking Your Plans? Try Cutting Your Goal in Half!

People often fall into the “planning fallacy” when setting goals, becoming too optimistic and underestimating how long a task will take. When a goal is too big and cannot be completed on time, people may feel discouraged and eventually give up because of perfectionism.

A more effective strategy is to cut the goal in half, making the task more realistic and increasing the motivation to keep going. If the task cannot be reduced, people can use a “double the time” approach by extending the deadline, lowering pressure, and creating a more practical plan to finish the work.
