第一則：中聯油案啟動調查 食安法拚補漏洞
中聯油脂案持續延燒，食藥署於 7 月 21 日派獨立調查小組進廠，檢視製造與品質管理流程，預計一週內完成。食藥署將依調查結果要求中聯提出改善計畫，待完成所有矯正措施後，才會考慮讓公司全面復工。
食藥署也提出食安法十大修法重點，包括提高高風險業者檢驗頻率、加重隱匿或延遲通報的處罰，以及建立重大食安事件中央指揮機制。相關修法草案將送交行政院，預計於 7 月 23 日院會討論。
The Central Union Oil Corporation Carcinogenic Oil Scandal Under Investigation, Food Safety Law Set for Reform
The Central Union Oil Corporation Carcinogenic Oil case continues to grow. On July 21, the Taiwan Food and Drug Administration sent an independent investigation team to inspect the company’s production and quality control procedures. The investigation is expected to be completed within one week. Based on the findings, the agency will require Central Union Oil Corporation to submit an improvement plan. The company will be allowed to fully resume operations only after all corrective measures are completed.
The agency has also proposed ten key amendments to the food safety law. These include more frequent testing for high-risk food businesses, heavier penalties for hiding problems or reporting them late, and a central command system for major food safety incidents. The draft amendments will be sent to the Executive Yuan and are expected to be discussed at its July 23 meeting.

Taiwan’s Urban Drill Slows Internet for First Time, 14 Areas Affected
The 2026 Urban Resilience Exercise will include a mobile network slowdown drill for the first time. During exercises in central Taiwan on August 10 and northern Taiwan on August 13, the government will slow mobile internet for 30 minutes across 14 counties and cities. The drill will simulate communication problems caused by disasters or cyberattacks and test how well the government and the public can respond.
The government said the exercise will not cut off internet access. Instead, it will test how important services can continue when communication resources are limited, and the drill will gradually expand nationwide. The government reminded the public to use voice calls, text messages, or Wi-Fi during the exercise and become familiar with emergency response procedures in advance.

China responded by accusing the Philippine vessels of ramming its patrol boat first and deliberately attacking Chinese personnel, with both sides blaming the other for the provocation.
