第一則:長崎原爆典禮座位安排矮化台灣?台灣降級出席抗議

日本長崎原爆和平紀念典禮於 8 月 9 日舉行,台灣駐日代表李逸洋未出席。長崎市政府將台灣代表安排在使節團區域外,矮化台灣國家地位,因此我方調降出席層級,改由駐福岡辦事處處長出席。

李逸洋表示台日長期在經貿、觀光及災害援助上關係深厚,長崎市不應照中國施壓打壓台灣。長崎市政府回應,台灣代表與去年一樣安排在海外席,是因為特別來賓席座位有限,否認刻意降低台灣層級。

Nagasaki Ceremony Seating Undermines Taiwan’s Status? Taiwan Protests With Lower-Level Representation

Japan held its Nagasaki atomic bomb peace ceremony on August 9, but Taiwan’s representative to Japan, Lee Yi-yang, did not attend. Nagasaki officials seated Taiwan’s representative outside the area reserved for diplomatic delegations, which Taiwan said undermined its national status. In response, Taiwan lowered the level of its representation and sent the head of its Fukuoka Branch instead.

Lee Yi-yang said Taiwan and Japan have strong ties in trade, tourism, and disaster relief, and that Nagasaki should not treat Taiwan unfairly because of pressure from China. The Nagasaki city government said Taiwan’s representative was placed in the overseas guest section, as in the previous year, because space in the special guest section was limited. It also denied intentionally lowering Taiwan’s status.

台積電預計買下友達中科 2 座舊廠房,擴充先進封裝產能,比照群創合作模式布局,消息指出目前交易已進入洽談與實地稽核階段,金額估計超過 300 億元,創下本土面板廠舊廠售出最高金額。

業界分析,先進封裝正朝玻璃基板取代傳統矽晶圓發展。若交易完成,台積電可加速擴充產能,友達也能活化舊資產、布局先進封裝藍海市場,加速公司轉型。

Targeting the Advanced Packaging Market? TSMC Reportedly Eyes NT$30 Billion Deal for AUO Factories

TSMC is reportedly planning to buy two former AUO factories in the Central Taiwan Science Park to expand its advanced packaging capacity. The deal, which follows a similar model to TSMC’s collaboration with Innolux, has reportedly entered the negotiation and on-site inspection stage. The transaction is estimated to be worth more than NT$30 billion, making it potentially the largest sale of old factories by a Taiwanese panel maker.

Industry experts say advanced packaging is moving toward glass substrates instead of traditional silicon wafers. If the deal is completed, TSMC could expand capacity more quickly, while AUO could make better use of its old assets, enter the advanced packaging market, and speed up its business transformation.

行政院會預計於 8 月 20 日拍板 116 年度總預算案,整體歲出將增至 3.6 兆元,國防預算預估上看 1.1 兆元,占歲出近 1/3,再創歷史新高,朝國防預算占 GDP 3% 以上目標邁進。

明年度國防預算改採北大西洋公約組織標準,除了國防部公務預算,也納入海巡署、退輔會及特別預算。其中特別預算項目包括,強化不對稱戰力採購與無人載具等計畫,以因應局勢變化提升整體防衛能力。

Taiwan Defense Budget Could Hit Record High! NT$1.1 Trillion Plan to Strengthen Overall Defense

Taiwan’s Cabinet is expected to approve the 2027 central government budget on August 20, with total spending set to rise to NT$3.6 trillion. The defense budget is projected to reach NT$1.1 trillion, accounting for nearly one-third of total spending and potentially setting a new record. The plan would move Taiwan closer to its goal of spending more than 3% of GDP on defense.

Starting next year, Taiwan will calculate defense spending based on NATO standards. In addition to the Ministry of National Defense budget, the total will include spending by the Coast Guard Administration, the Veterans Affairs Council, and special budgets. These special budgets cover plans to strengthen asymmetric defense capabilities and expand unmanned vehicle programs, with the goal of improving Taiwan’s overall defense capabilities.
