第一則：中選會申報系統出包 候選人身分證字號遭曝光
台灣九合一選舉將至，中選會財產申報系統卻曝光 1,573 名候選人的身分證字號。主委游盈隆公開道歉，稱是委外廠商程式設計疏失。目前已查出 32 個 IP 曾進站下載資料，但來源仍不明。
中選會表示，目前尚未發現實際損害，也已找出漏洞並進行防堵，未來將與數發部合作加強資安檢測，並要求不同人員重複檢查程式，降低類似疏失再次發生的風險。
Central Election Commission's Declaration System Malfunctions, Candidates' ID Numbers Exposed
With Taiwan’s local elections approaching, the Central Election Commission’s asset declaration system exposed the national ID numbers of 1,573 candidates. Director You Ying-lung publicly apologized, attributing the incident to a programming error by an outside contractor. So far, 32 IP addresses have been identified as having accessed the website and downloaded data, but their origins remain unknown.
The CEC said no actual harm has been reported so far, and it has identified the security flaw and taken steps to prevent further exposure. It also plans to work with the Ministry of Digital Affairs to strengthen security checks and require different personnel to review the code, reducing the risk of similar incidents happening again.

91APP Cyberattack May Affect Nearly 4.8 Million Consumers, Compensation Plan Still Undecided
E-commerce technology company 91APP suffered a cyberattack in which some order records were stolen, including personal information such as names and phone numbers. Since the company cannot determine exactly which orders were affected, it estimates that nearly 4.8 million consumers may have been impacted based on the widest possible scope. However, it took 11 days after the incident to block the security breach, raising concerns about the company’s response time.
91APP Chairman Steven Ho publicly apologized and promised to take responsibility for affected consumers. Regardless of whether they suffered financial losses, consumers can apply for compensation until February 1, 2027. However, the specific compensation arrangements and amounts have yet to be determined.

Singapore-based company Megaspeed is under investigation by U.S. authorities for allegedly transferring restricted NVIDIA AI chips to China. More recently, reports revealed that its former executive, Huang Le, had been identified by U.S. authorities as a Chinese intelligence asset. Since she had met NVIDIA CEO Jensen Huang several times, their relationship has also come under scrutiny.
In response, Jensen Huang emphasized that his interactions with Huang Le were part of normal business dealings. He said NVIDIA had carefully reviewed Megaspeed’s chip deployments and found no evidence of illegal transfers. He also stressed that the U.S. government had never informed him of its suspicions about Huang Le.

Taiwan’s Software Industry Should Stop Chasing Small Markets, AI Opportunities Lie in Manufacturing
Former Google Taiwan Managing Director Chien Lee-feng believes Taiwan’s B2C market is too small for software startups to grow by relying only on local demand. Taiwan’s real strength is manufacturing. As companies such as TSMC and Delta expand globally, demand for cloud management and equipment monitoring will also grow.
This creates a new opportunity for Taiwan’s software industry. Instead of competing mainly in the local consumer consumer markets, companies can solve more complex problems for world-class manufacturers. If they can combine AI, software, and hardware, they may also have a better chance to expand overseas with their customers.
