日本熊本縣於 7 月 28 日發生規模 7.1 強震,截至 7 月 30 日已有 34 人喪命。罹難者主要集中在震後發生爆炸的永旺夢樂城熊本,以及煙囪倒塌的造紙工廠,搜救人員仍在持續搶救中。
美國國務院致上慰問,表示美國隨時準備提供援助。行政院長卓榮泰也已要求特搜隊整備待命,若日方正式請求,可在 4 小時內出發支援,目前也已開設賑災專戶接受民眾捐款。
Kumamoto Earthquake Kills 34, Taiwan and U.S. Ready to Offer Aid
A magnitude 7.1 earthquake struck Kumamoto prefecture in Japan on July 28, killing 34 people as of July 30. Most of the victims were found at Aeon Mall Kumamoto, where an explosion occurred after the quake, and at a paper factory where a chimney collapsed. Rescue workers are still continuing search and rescue efforts.
The U.S. State Department expressed its condolences and said the United States is ready to provide assistance at any time. Premier Cho Jung-tai has also ordered search and rescue teams to stand by. If Japan makes a formal request, the teams can depart within four hours. Taiwan has also opened a disaster relief account to accept public donations.

法院認定,陳力銘離職後轉往台灣東京威力。為了提升工作表現,他請仍在台積電任職的前同事翻拍機密文件,希望藉此幫公司爭取更多機會。此案涉及國家核心關鍵技術,嚴重影響台積電先進製程競爭力與國家安全。台灣東京威力也因監督不周,被判罰金並附條件緩刑。
2-Nanometer Secrets Leaked! Former TSMC Engineers Lose Appeal as Case Is Finalized
Four former TSMC engineers were accused of stealing core technologies related to 2-nanometer manufacturing processes. Among them, Chen Li-ming and Chen Wei-chieh appealed the first ruling, but Taiwan’s Supreme Court rejected them, finalizing the case. The two will be sent directly to prison.
The court found that after leaving his job, Chen Li-ming joined Tokyo Electron Taiwan. In order to improve his work performance, he asked a former colleague who was still employed at TSMC to photograph confidential documents, hoping to help his company secure more business opportunities. The case involved national core key technologies and seriously affected TSMC’s competitiveness in advanced processes as well as national security. Tokyo Electron Taiwan was also fined and given a conditional suspended sentence for failing to properly supervise its employee.

金管會公布保險業上半年營運概況,整體獲利達 3,094 億元,表現創下歷年同期新高。其中壽險與產險業都維持穩健獲利,營運成果相當亮眼。

Insurance Industry Profits Hit New High! Earning NT$309.4 Billion in the First Half
The Financial Supervisory Commission released the insurance industry’s operating results for the first half of the year. Overall profits reached NT$309.4 billion, setting a new record for the same period. Both the life insurance and non-life insurance sectors maintained steady profits, showing strong operating performance.
The FSC said life insurers also saw their net worth reach a new high, supported by capital market performance and a drop in liabilities caused by rising Taiwan government bond yields. However, exchange rate fluctuations remain a pressure that the insurance industry must face. The FSC also noted that related foreign exchange reserves have exceeded NT$1 trillion for the first time, strengthening insurers’ ability to absorb exchange rate risks.
