美國中央司令部於 9 月 5 日證實,美軍對 3 艘伊朗油輪發動攻擊,報復伊朗向 2 艘美國軍艦發射彈道飛彈,中央司令部司令庫柏上將強調,若伊朗開火,美軍將摧毀更多油輪,施加更高的經濟代價。

U.S. Strikes Iranian Oil Tankers! Oil Prices Hit Nearly Two-Month High

U.S. Central Command confirmed on September 5 that American forces had attacked three Iranian oil tankers in response to Iran’s ballistic missile launches at two U.S. Navy warships. Admiral Brad Cooper, CENTCOM commander, warned that if Iran opens fire, the U.S. military will destroy more oil tankers and impose a higher economic cost.

The escalating conflict has also raised concerns over energy supplies. Brent crude futures reached US$96.28 per barrel on September 4, marking the highest level since the end of July. The U.S. military is continuing its naval blockade, weakening Iran’s ability to transport oil.

No Agreement Yet in Russia-Ukraine War, War May Continue Into Winter

Ukrainian President Zelenskyy met with U.S. envoy Witkoff and Kushner on September 6. Both sides described the meeting positively, but no major breakthrough was announced. Zelenskyy said the war is very likely to continue into the winter.

The U.S. delegation had previously held talks with Russia, hoping to restart trilateral negotiation among the United States, Ukraine, and Russia, with a substantive plan expected to be announced in the coming weeks. Although Russia and Ukraine agreed to pause attacks on each other’s capitals during the envoys’ visit, fighting continued elsewhere. Russian forces have continued to attack Ukraine with drones and missiles, causing casualties.

美國半導體產業協會指出,2026 年 7 月全球半導體產值達到 1,468 億美元,較前一個月成長 6.4%,且與 2025 年 7 月相比大幅成長 135.1%。協會執行長約翰紐佛表示,全球市場已連續 17 個月成長,且今年僅過七個月,銷售總額就創下歷史新高。

市場成長動能主要來自美洲、亞太地區與中國。美洲市場 7 月銷售額年增率高達 171.3%,而亞太地區與中國也都出現超過一倍的成長,若以月增率來看,日本則表現最亮眼。

17 Straight Months of Growth! Global Semiconductor Output Hits Record High of US$146.8 Billion

The Semiconductor Industry Association pointed out that global semiconductor output reached US$146.8 billion in July 2026, up 6.4% from the previous month and sharply higher by 135.1% compared with July 2025. SIA President and CEO John Neuffer said the global market had grown for 17 consecutive months, and that after only seven months this year, total sales had already reached a historic high.

The market’s growth momentum mainly came from the Americas, the Asia-Pacific region, and China. Sales in the Americas grew by as much as 171.3% year on year in July, while the Asia-Pacific region and China also more than doubled. In terms of month-on-month growth, Japan delivered the strongest performance.

企業要求員工同時監督多個 AI 工具,並頻繁切換任務,工作負擔不減反增,這種長時間監督 AI 的疲勞狀態,稱為「人工智慧腦過熱」。

專家指出,此現象會降低專注力與判斷力,也可能提高出錯率與離職意願。企業若只用 AI 產出量衡量績效,反而可能拖垮員工的工作效率。

AI Is Not Making Work Easier, It Is Making Our Brains More Tired

Companies are asking employees to monitor several artificial intelligence tools at the same time and switch between tasks frequently, which increases rather than reduces their workload. This state of fatigue caused by constantly supervising AI is known as “AI brain fry.”

Experts say the phenomenon  can weaken focus and judgment, while also increasing mistakes and the desire to quit. If companies measure performance only by the amount of artificial intelligence output, they may end up reducing employees’ overall work efficiency.

第五則:替 AI 訂立工作規範!駕馭工程成新趨勢

台大教授指出,AI 表現不只取決於模型,也取決於人類如何給規範。所謂駕馭工程,就是用指令建立認知框架、用工具限制能力邊界,再用標準工作流程規範如何做事,就像替 AI 蓋出能安全行動的「籠子」。

這也代表,未來與 AI 共事不只是下指令,更需要設計合作方式。此外有研究發現,情緒化的責備可能讓 AI 更容易作弊,因此冷靜指出問題,反而能讓 AI 更穩定地完成任務。

Set Work Rules for AI! Harness Engineering Becomes a New Trend

An NTU professor pointed out that AI performance depends not only on the model itself, but also on how humans set rules for it. So-called Harness Engineering means using instructions to build a cognitive framework, using tools to limit the boundaries of AI’s capabilities, and using standard workflows to guide how it completes tasks. In other words, it is like building a “cage” that allows AI to act safely.

This also means that working with AI in the future will not just be about giving commands. It will require designing a better way to collaborate with it. In addition, some studies have found that emotional blame may make AI more likely to cheat, while calmly pointing out problems can help it complete tasks more steadily.
