行政院長卓榮泰於12月15日宣布依《中華民國憲法》第 37 條行使職權，不予副署《財政收支劃分法》修正案，此舉是基於憲政責任的最後防線，因修法恐對中央財政造成重大結構性風險。
對於外界質疑先前提出覆議案的必要性，他回應立法院仍可透過不信任案制衡，並稱倒閣將是其民主勳章，朝野衝突已升高為憲政層級對峙。
Refusal to Sign Sparks Constitutional Debate, Executive and Legislature Enter Direct Clash
On December 15, Premier Cho Jung tai said he would not countersign the amended Act Governing the Allocation of Government Revenues and Expenditures, citing his authority under Article 37 of the Constitution and warning that the change could pose serious structural risks to central government finances.
He said the Legislative Yuan could still use a no confidence motion as a check and added that being brought down would be a democratic badge of honor, as tensions between the ruling and opposition parties have reached a constitutional level.

停職中的新竹市長高虹安遭控立委任內詐領助理費案，高等法院近日作出判決逆轉，一審判刑 7 年 4 月的貪污罪改判無罪，僅依使公務員登載不實罪判處 6 月徒刑，得易科罰金 18 萬元，全案仍可上訴。
高虹安重申辦公室零用金並非小金庫，未中飽私囊，黃惠玟等 3 名助理亦因登載不實罪判刑但獲緩刑，並在庭上要求她道歉。
Gao Hong An Assistant Fee Controversy Resurfaces, High Court Reversal Draws Attention
Hsinchu Mayor Gao Hong an, who is currently suspended, was accused of fraudulently claiming assistant allowances while serving as a legislator. The High Court overturned the original ruling, cleared her of corruption, and instead sentenced her to six months in prison for recording false information, a term that can be converted into a NT$180,000 fine. The case can still be appealed.
Gao Hong an said the office petty cash was not a slush fund and that she did not benefit personally. Huang Hui wen and two other assistants received suspended sentences for recording false information and asked her to apologize in court.

美國羅德島州布朗大學校園於12月14日發生槍擊事件，造成至少 2 人死亡、7 人受傷。警方一度逮捕 24 歲曾服役於陸軍的班傑明．艾瑞克森，但在重新檢視證據後表示，調查方向出現變化，已將其釋放。
羅德島州檢察總長對嫌疑人身分過早曝光表達遺憾，強調將審慎處理相關資訊，此案為美國今年近 400 起大規模槍擊事件之一，布朗大學已宣布取消年底前所有考試與課程。
Brown University Hit by Campus Shooting! Suspect Identity Takes Sudden Turn
A shooting occurred at Brown University in Rhode Island on December 14, leaving at least two people dead and seven injured. Police first arrested 24 year old Benjamin Erickson, a former U.S. Army servicemember, but later said the investigation had changed direction and released him.
The Rhode Island Attorney General expressed regret over the early release of the suspect’s identity and said information would be handled carefully. The case is one of nearly 400 mass shootings in the United States this year, and Brown University has canceled all exams and classes through the end of the year.

第五則：自利未必最有利！賽局理論揭真相
賽局理論可用來解讀職場與日常生活中的各種僵局，將大小問題視為一場策略互動。其中，「囚徒困境」指若各方只追求自身利益，往往導致雙輸結果，常見於公共設施維修等情境。
而「納許均衡」則描述各方皆可接受、單方改變反而更不利的穩定狀態，例如產業薪資水準或商業據點分布，當關鍵參與者調整策略，可能促成新的均衡，並帶來長期影響。
Self Interest Does Not Guarantee Gain! Game Theory Uncovers the Truth
Game theory helps explain deadlocks in work and daily life by viewing problems as strategic interactions. The Prisoner’s Dilemma shows that when each side acts only in its own interest, the result is often a lose-lose outcome, such as in shared facility maintenance.
The Nash Equilibrium refers to a stable situation that all sides accept, where any one side changing its strategy would lead to a worse result. Examples include industry wage levels or business locations, and changes by key players can create a new long term balance.
